Methodology
Calls `/api/traffic`, which optionally uses TOMTOM_API_KEY for a foothills flow sample, otherwise returns labeled sample I-70 planning data. Always links to CoTrip for closures and chain laws.
Limitations
- Sample mode is not live corridor status
- Flow segment ≠ full I-70 or chain-law confirmation
- Does not set charter trip duration
